You don't need to uninstall an reinstall rudder-agent, The fresh 
installed agent would have the same issues. However good idea to delete 
the "old" node in the web interface, since the new one would have been a 
different node to Rudder.

My guess is that you can't access Rudder server on that ip. Maybe a 
firewall blocking the sending of inventory

* Can you ping 172.16.0.10 from your node?
* Can you paste the result of the following command:

       /usr/bin/curl -f -s --proxy '' --user rudder:rudder -T
    /var/rudder/inventories/srv-2-2014-05-06-08-47-59.ocs
    http://172.16.0.10/inventories/


On the other node that can't update can you run

    /var/rudder/cfengine-community/bin/cf-agent -KID force_inventory

to see if it can't send inventory too ?
