[rudder-announce] [Release] Rudder 3.1.13 is out!

Dear community,

We are very excited to announce the availability of a new version of 
Rudder: 3.1.13.

This is a bug fix release in the 3.1 series and all installations of 
3.1.x should be upgraded when possible.

It is recommended to upgrade all 3.1 installations to 3.1 as soon as 
possible to enjoy the latest features and improvements of a more mature 
and stable version.

When we release a new version of Rudder it has been thoroughly tested, 
and we consider the release enterprise-ready for deployment.
