When updating the Technique file (the .st), clicking on Update Technique doesn't detect that the template changed, and we need to clear cache

Description
If we change the .st file, add it into git and commit the change, then click on "Update Technique Now", nothing happens. No regeneration
Then if we click on "Update" to regenerate the Technique, it doesn't detect that it has been updated either
The only solution is to click on Clear Cache; then only are the promises regenerated with the new version of the .st file
