See #3288 for the global overview. This ticket is similar to #3289, but to implement changes in all Techniques, not just initial promises and system Techniques.

I have split this ticket into 2:
  • This ticket for a first pass that changes all obvious "linux::" or other artificial restrictions to be more generic
  • Ticket #4524 to address a more detailed migration plan for those Techniques that have Linux-specific implementations that aren't trivial to workaround
