When rule category tree is refreshed, the select rule category should not change

Description
When editing/ adding/ moving/ deleting a category, the tree is updated.
However, the selected category is lost, the Root category is selected instead.
The right panel display is also not updated, still showing the last selected, but not updated.
All of this should update properly
