Description

The Technique "Monitor a file or directory content" should be able to monitor only existing files.
An option could be proposed to know if the file must be present and be monitored or if the file could not be present should not return any error if this is the case.

Agreed in principle. Let's name it "Report an error if the file is absent" (that is by default TRUE).
