Remove 'are you sure you want to X this Y' message

Description

On change popup creation there is a message telling "Are you sure you want to X this Y".

Sometimes this message is useless (no dependent rules and workflow => Two titles one after another, we should only keep the workflow)

We should also remove the dependent Rule table if there is no dependent rule
