Have a group containing all nodes
Description
We need to have a default group containing all nodes (including rudder server).
This group would be dynamic group.
This group can be applied on any Rules on the Rudder server, and will be available under the group root category

We don't want a group created for that purpose, we want to use the system groups already existing.
They would be accessible and can be targeted by any Rules, but those system elements would not be modifiable
