This looks OK, but for 1 thing:
  • I think we should avoid using permissions 644 for files containing passwords. Can you test with 600 or 640?

As I thought, it breaks apache. I propose that we use correct permissions in this case, namely either "www-data:www-data mode 600" or "root:www-data mode 640" (with the group adjusted to accomodate the Debian/SuSE flavors)
