Description
We want to manage more files in a git repository than only the Policy Template Library.
For that, we are going to create a directory /var/rudder/configuration-repository.
The policy template library will go in it, what means that we need to change the current logic of PTLib to have a root directory not the same as the git repository.
Moreover, we are going to put "shared-files" in that new directory.
