Description

At each run, we generate and clean expected reports file for ncf - and the creation, edition, and deletion of the file generate each a change for CFEngine Enterprise - hiding real and important changes

We should prevent it from being considered as a change with an handle => "noreport_<something>" and equivalent promise_handle_exclude in report_data_select
