User story #6513: Generic rudder init script
Rudder 3.1 packages do not install required init / default files due to dh_installinit removal

Description
We should "just" copy the init and default files to their destination, without using dh_installinit that would also try to register them. (only "rudder" init script needs to be registered, the other ones are only helpers)
