When upgrading from 2.10 to 2.11, it seems that relay are converted to relay-top

Description
When upgrading from 2.10 to 2.11, the relay became a relay-top, causing some surprise.
This is unexpected as the behaviour of the relay is not the same as the behaviour of relay top, and it breaks as the relay top expect to have the postgresql password defined.
First step is to reproduce this issue and understand what happens

I reject htis ticket, the rudder-relay-top package was installed, hence the chaos
