Do not download file that are not for you in /var/rudder/tools

Description
Agents download everything available in /var/rudder/toold.
But almost all those tools are OS specific, we should download only those that are available for the agent OS.
This can save about 20Mb on a small platform (and on a slow network link)

This is the same as ticket #4590. However, the solution implemented there doesn't appear to be working.
