When we upgrade rudder-server-root or rudder-webapp, all dependencies are not automatically updated, causing broken install

Description

When I upgrade rudder-server-root or rudder-webapp (or even rudder-*), it doesn't update all ncf packages, and it results in a broken ncf-builder in the Web Interface

I believe we should have a way to say: if I upgrade to 2.11.1 rudder-server-root , ncf should be automatically updated to a version with proper API
