Cannot move portlets in "Server search" screen

Description
It would be nice to be able to put "View a server"above "Server search" (for example), dynamically. This seems to be the same on other screens.

I propose to reject that demand, as portlets were removed in 2.4.0 and above, so that user story is not accurate anymore, or at least to update the text to make it clearer about what is wished.
