There is a dead link for https://github.com/normation/rudder-techniques/blob/master/technique-st-sample.xml

And include directive are not working.

Could you fix this issue?

As a replacement, you can use 3.0 MOTD Technique : https://github.com/Normation/rudder-techniques/tree/master/techniques/systemSettings/systemManagement/motdConfiguration/3.0

I reject this bug, as it duplicates bug #3959, we should fix it asap.
