Handle installations from the backports in APT package installation Technique

Description

The APT package installation Technique does not handle installations from the backports, we would need to add this possibility to the Technique (hint: update the package method used by this Technique to use "aptitude/apt-get -t <distro>" by default and leave the possibility to the user to specify for example squeeze-backports instead.)

There's a nice package_method in cfengine_stdlib.cf that will undoubtedly help with this: body package_method apt_get_release(release), see https://github.com/cfengine/core/blob/master/masterfiles/lib/3.5/packages.cf#L172.
