Change the Rudder default disclaimer to a single line one

Description

I think the current disclaimer in Rudder that is applied on files managed by Rudder is way too bloated:

### This file is protected by your Rudder infrastructure. ###
### Manually editing the file might lead your Rudder      ###
### infrastructure to change back the server?s            ###
### configuration and/or to raise a compliance alert.     ###
#############################################################

I think something like this would be more appropriate:

### This file is managed by Rudder, edit it with care ###

I agree that the current 6 lines are excessive. In some files, they actually take up 85% of the file!

However, your counter proposition seems a bit lightweight to me, in terms of the message it conveys. I don't think that someone unfamiliar with Rudder would understand what that means. Also, if it's managed by Rudder, you probably shouldn't edit at all, but instead use Rudder to edit it.

So, to summarize: I'm all for a change, but the message to change to you've proposed doesn't cut it for me. Let's see what we can come up with.

The current notification is perhaps a little too big. But I, personnaly, am not able to see one-liners warning. I miss them in a regular basis, and I'm alsmot sure that I will need to be caught at least one time modifying a protected files before seing the actual warning.
