Update tecnhniques more frequently

Description

Why are the techniques only updated when a new version of rudder is out? It would be much more nice if the techniques are updated more often. And then have rudder-$program 2.6.2 or 2.6.3 and only for techniques rudder-techniques 2.6.2.1, 2.6.2.2 or 2.6.3.1, 2.6.3.2. Does this make sense?

For the moment, this is the only solution we've got to obtain Techniques regularly with Rudder. We agree that this is not ideal especially since Techniques versions are not really related to Rudder ones.

It could be a good idea to have sub-versions like 2.6.2.X for Techniques of Rudder 2.6.2 (for example) but It seems difficult to me to make it temporarly. Indeed, we are looking for separating or reducing relations between Rudder release and Techniques.

We intend to separate the release process of Rudder and the techniques someday.
But in the meantime this is the only solution we have.
I hope your question was answered, if not, feel free to reopen it.
