When workflow and change message are disabled, there is a popup to confirm change

Description
There is a popup to enter change request details and change message and need to be confirm to valid the change.
When both the workflow and change message are disabled, this popup is displayed but there is nothing to do but confirm the change.
The popup should not be there and the change should have been confirmed at once

Moreover, it seems to have a problem with error message in that case.
For example, if I try to create a directive with the same name as an other, then one time on two try, I get:
The form contains some errors, please correct them.
The other one, I get:
The form contains some errors, please correct them.
Cannot set directive with name "User management" : this name is already in use.
