Errors are not displayed when have invalid error in rule creation

Description

When we try to create a rule with the same name as another, the form scrolls to where should be the error, but none is displayed, which is confusing

This is due to a small typo in the HTML of ComponentRuleEditForm, where replace <div id="notifications"> by <div id="notification"> solves everything
