Description

The Techniques RUG / YaST package manager configuration (ZMD) and Zypper package manager configuration should be each split in two.
The logic about package manager configuration will be made by RUG / YaST package manager configuration (ZMD) and Zypper package manager configuration.
The logic about repositories management will be made by Package repositories management (RPM) and Package repositories management (Rug)

Nicolas have made some remarks and i've taken them into account. Nevertheless, I'm not sure we agree on the method to split the Technique.

Nicolas wants me to fix lots of bugs which inherit from previous version of the Technique but it seems to me that this is not the right ticket/PR for this. and should be made after.

Two new Techniques was required for configuration of Rug and Zypper. I've named them Package manager configuration for Rug / YaST (ZMD) and Package manager configuration for Zypper

Indeed, this PR is very old! It was an attempt to separate/re-merge several existing Techniques but it most likely out of date now. We will work around this using a different approach, based on ncf methods and simpler Techniques. Closing this.
