When disabling a Rule, directives or groups can be deleted from it

Description

I just ran into 2 weird cases:

1) I had a Rule with no Directives, and one Group. I disabled it. The Group was deleted from the rule.

2) I had a Rule with one Directive and one Group. I disabled it. The Directive was deleted from the rule, but not the group.

Nothing should be deleted from the Rule when disabling it.
