rudder-reports package should install an initial version of rsyslog conf file

Description
Currently, we use rsyslog to filter incoming report messages. The configuration is provided by a system Technique.
However, when we update Rudder (for example from 2.3 to 2.4), Techniques are not automatically updated (this is by design), so if the rsyslog conf file needs updating, it can't happen automatically... To avoid this, we should add this config file to rudder-reports packages, to be able to control upgrades.
