Description

The Policy Template Library lies in the "policy" folder on the repository rudder-policy-template, and all the policy.xml should be renamed to metadata.xml
Within the technique.xml, the tag "POLICY" should be replaced to "TECHNIQUE"

"MULTIINSTANCE" should also be changed, maybe to CUMULATIVE, but that's only an idea so far
