When a new category appears in the reference PT lib, this category does not appear on the user PT lib
Description
When a new category appears in the reference PT lib, this category does not appear on the user PT lib and must be created manually, which is not ergonomic

That was an actual choice to do that, else we can't know if the user don't want a technique to appear in the right tree.
Even if we could, the idea was to not automatically add new, certainly less tested techniques before an actual user action was done in the UI.

Absolutely, this is the desired behaviour. For now, anyway.
