routingManagement PT can not delete routes defined outside of Rudder

Description

We need to be able to define a set of routes to enforce with Rudder, ie "If a route is present but not in the defined list, delete it, and add the ones that are in the required list".

I'm not sure that this is still true ? If so, we should move it to 2.5-ideas.
