There may be two problems in your configuration of that directive:<br>

First problem : Are you trying to apply this directive on the policy server ?<br>
If so, this is not working for now, we have already opened a bug : <a href="http://www.rudder-project.org/redmine/issues/3581">
http://www.rudder-project.org/redmine/issues/3581</a> and it's in technical review.<br>
It will be fixed in next version.<br>

Second problem: You have to specify a file as destination, not a directory.<br>
When you use a directory as destination, the file is not copied, and permissions are applied to the directory (instead of being applied to only one file)<br>
I'll discuss this behavior with Techniques experts, and open a bug if this is not an expected behavior.<br>
We should at list document that a file is needed.<br>
So you have to use /test_rudder/soft/sources/httpd/test.toto.txt instead of the directory.<br>

We will fix everything that as soon as possible.<br>
