I'm almost certain that this is related to the version not of Rudder, but of the Policy Template / Technique you are using.<br>

Could you check for us? You can see this in the "Policy Instances" screen ("Directives" in 2.4), by clicking on the one(s) that are causing trouble, and checking out the "version used" on the right of the screen. You can see an example in this screenshot:
