These two packages have very different targets:<br>
<ul>
<li>rudder-agent is to be installed on managed nodes only. It
contains CFEngine community, FusionInventory and basic Rudder
promises to initialize a node.</li>
<li>rudder-cfengine-community is to be installed on the Rudder
root server only. It just contains CFEngine community.</li>
</ul>
In fact, these two packages probably conflict: they install a lot of
identical files...<br>

This situation is not ideal, but we did it to allow us to have a
single, standalone package to install on managed nodes, to ease
large deployments. As a result, this package was "too much" for the
CFEngine we need on the Rudder root server, so we made another
one... this is not very DRY :/<br>
