Indeed, the logs tends to say that everything goes as expected.
In your first mail, you mention that nothing change; so there are no 
rules, nor directives nor group on Server B ?
Did you try to export from Server A and import into Server B, using the 
"Use Archive feature of Rudder" ?

Please note that the Nodes are not automatically exported from one 
server to another, you need to proceed with the point 10.8.3 : Handle 
CFEngine keys
