[rudder-announce] Rudder 4.1.19 released

The Rudder team is very pleased to announce we have just released a new
version: Rudder 4.1.19.

This is a bug fix release in the 4.1 series and all installations of 4.1
should be upgraded when possible. Please note the 4.1 series will reach
end-of-life on the 11th April 2019.
